Definition

The ability to lead and shape decisions without formal power via trust, competence, clarity, and value contribution.

Poles

Each HES element is a spectrum, not a category: the Low and High poles describe how it presents at its two extremes, while the Reference marks the typical, everyday middle. The poles map variation across the range — neither end is inherently better or worse.

Low Pole

Impact is near-zero without positional authority.

High Pole

Moves decisions and coordinates action despite lacking formal rank.

Reference

Influence exists in familiar circles; weaker in unfamiliar systems.

Measure

Primary: Adoption Without Power — proportion of initiatives adopted when the person has no formal authority.

Measuring Methods

Decision case analysis: initiator vs adopter; controls for incentives and politics.

Empirical Anchor

Influence without authority / lateral influence (Cohen & Bradford, 1989); organizational influence tactics (Yukl & Falbe, 1990).

Notes

Must be distinguished from covert control (manipulativeness).
